Guns require bullets for their attack actions. Ammunition is separate from the Energy and Nerve paid to start a fight.
An attacker gun action checks that at least one bullet is available. It normally consumes one bullet; an applicable Conservative weapon bonus can conserve it. The server refuses an out-of-bullets gun action rather than letting the weapon fire for free.
Melee weapons and Fists do not need bullets. An out-of-ammo attacker can use an available melee or Fists action. The defender AI also checks ammunition and uses its available non-gun fallback instead of firing a gun without bullets.
The Bullet Factory provides a public ammunition purchase service when stock is available. Factory ownership is not required to buy. An owner stocks production inputs separately from collecting sale income.
Executable factory production consumes one gunpowder-and-iron pair per completed hour and creates 50 bullets, limited by stock. Do not interpret stored material pairs as parallel batches each producing 50 bullets per hour.
Before attacking, compare your available bullets, equipped weapons and Life. Owning a gun or having enough Energy does not establish that it can fire throughout the fight.
