The Capitol is the City Hall territory zone. Its control provides a specific tax benefit to the controlling family, rather than automatically taxing every cash movement in the game.
A family needs at least 15 held zones before it can attack the Capitol under the territory rules. Zone capacity and existing control therefore matter to access. Follow the normal Zone War requirements, permissions and current eligibility checks; reaching 15 zones does not itself award the Capitol.
Verified crime and career cash routes apply Capitol tax after the earning player's own family tax. The rate is 5% of that remaining applicable income. Members of the controlling family are exempt. Without a controlling family, this deduction does not apply.
Collected Capitol tax increases the controlling family's shared bank. For example, $10,000 remaining after family tax becomes $9,500 for a non-exempt earner, with $500 credited to the controlling family, before any other applicable final cash handling.
Do not extrapolate the benefit to every market sale, transfer, mission or service payment. The income route must actually apply Capitol tax. Losing control changes who receives future applicable tax.
